Each figure is the assessed value divided by 1,000 and multiplied by the rate, before exemptions and credits. These are assessed values, the number printed on a Concord bill, not sale prices: New Hampshire towns assess as of April 1 and many sit above or below market value between revaluations, so a $300,000 assessment can belong to a house that would sell for more or less. The "2024 rate" column applies last year's $27.69 to the same assessment.

A rate only compares bills fairly between towns that assess at a similar share of market value; the DRA's equalization ratio for each town measures that share, and the guide to assessed and market value explains how to use it.

What Concord raises and from what base

The DRA set Concord's 2025 rate on November 19, 2025 against a total assessed valuation of $5,303,438,104 including utilities, of which $335,985,023 (6.34%) is utility property. The state education rate applies only to the $4,967,453,081 without utilities (RSA 76:3). The total commitment, the property tax Concord bills for the year, is $154,257,720, about $3,508 for each of the 43,976 residents counted in the 2020 census. The commitment is $405,493 more than the four rates alone raise on the two valuations ($153,852,227), so the DRA total includes amounts billed alongside them.

The DRA file also carries a separate line for Penacook, the part of Concord with its own local school rate: $30.74 in 2025 (local school $16.41) against Concord's $29.11. Check which rate your Concord bill shows.

Appealing a Concord assessment

Abatement starts with Concord, not the state. When the final 2025 bill is mailed by December 31, 2025, the written application goes to the assessors by March 1, 2026 (RSA 76:16, I(b)), the city decides by July 1, and an appeal to the Board of Tax and Land Appeals ($65 fee) or superior court is due by September 1, 2026. A bill mailed after December 31 moves each date to two, six and eight months after the mailing. The Board compares the assessment divided by the town's equalization ratio with the property's market value on April 1; the New Hampshire appeal page sets out the full procedure and the appeal check does that division.
